Chapter One: Introduction

1.1 Background of the Study
National security matters, particularly in regions affected by conflict and insurgency, present unique ethical challenges for journalists. Maiduguri Metropolitan Council, located in Borno State, is central to the ongoing insurgency in northeastern Nigeria, which has resulted in widespread violence and instability (Mohammed, 2023). Journalists covering national security issues are tasked with balancing their responsibility to report the truth with the need to protect the safety and interests of the public (Abdullahi, 2024). Ethical dilemmas such as the risk of spreading misinformation, inciting panic, or inadvertently aiding insurgents pose significant concerns for reporters in this volatile environment (Suleiman & Ahmed, 2024). This study examines the ethical challenges that journalists face while covering national security matters in Maiduguri, exploring how these challenges impact journalistic integrity and public perception.

1.2 Statement of the Problem
Covering national security issues in Maiduguri presents ethical dilemmas for journalists, who must navigate the complexities of reporting on sensitive matters while ensuring their safety and the safety of the public. These challenges include balancing the need for timely reporting with the potential consequences of revealing sensitive military or security information (Garba, 2024). Additionally, the risk of misinformation, self-censorship, and political pressures further complicates ethical decision-making (Umaru, 2023). These dilemmas hinder the ability of the media to provide accurate and unbiased coverage of national security matters, which is essential for an informed public and effective governance. The study seeks to explore these challenges and propose solutions for promoting ethical reporting on national security issues in Maiduguri.
